Key aspects of the Renewable Heat Premium Payment for the domestic sector

DECC announcment

The Renewable Heat Premium Payment scheme is a short-term measure that will allow the government to learn more about what people think of these technologies and how they perform in a variety of conditions. As from next year, the Renewable Heat Incentive will expand to cover the domestic sector and the Green Deal will come into force.

Anyone can apply to the Energy Saving Trust for a Premium Payment from 1st August 2011. If the conditions are met you will receive a voucher. You then have a set number of months to redeem the voucher by returning a signed version with a copy of the invoice and a certificate from the Microgeneration Certification Scheme (MCS). You will then have the money paid into your bank account.

All installations must be complete and vouchers redeemed by the expiry date on your voucher or 31st March 2012 – whichever is sooner. No vouchers will be valid beyond 31st March 2012.

People who have installed the kit under the Premium Payments will also be eligible for support through the RHI providing they meet the eligibility criteria of the full RHI scheme, as will anybody else who has installed eligible equipment since 15th July 2009.

Eligibility criteria for the Renewable Heat Premium Payment include the following:

  1. The property must be owned by you or if you are a tenant you must be purchasing the system yourself and have permission from the owner of the property.
  2. The property must have loft insulation to 250mm and cavity wall insulation (where practical)
  3. All necessary planning and environmental permissions should be in place
  4. The householder must agree to monitor and record performance; some will have metering.
  5. Both product and installer must be MCS approved

Grants for the following technologies will be available:

  • Ground Source Heat Pump - £1250 grant (for homes without mains gas heating)
  • Biomass boiler - £950 grant (for homes without mains gas heating)
  • Air source heat pump - £850 grant (for homes without mains gas heating)
  • Solar thermal hot water panels - £300 grant (available to all households regardless of the type of heating system used)
